Colleen A. Deer

Ms. Deer joined the firm in 1988 as an actuarial analyst. She is now the firm's Vice President responsible for communicating the results of actuarial valuations and studies to clients, the resolution of problems related to pension plans, and consulting on plan design and compliance issues for over 180 governmental pension plans.
Ms. Deer coordinates the marketing, advertising and Web site activities for the firm as well as publication of Public Employee Benefit Review (PEBR), the firm's NewsLetter. She also provides technical training to actuarial staff.
A highly requested speaker, Ms. Deer frequently makes presentations or serves as an instructor on pension training for municipal plan sponsors, state associations, the Local Government Academy and plan participants. She is also frequently called upon to testify as an expert witness at interest and grievance arbitration hearings.
Her work also involves consulting on various projects with state associations and organizations related to pensions and pension legislation. Ms. Deer co-authored the publication by the Department of Community and Economic Development,
Pension Manual for Pennsylvania Local Government.
