Mr. Asay joined the firm in 1985. He is now President and Chief Operating Officer and has been consulting with public entities on pension and other employee benefit issues since 1978.
Mr. Asay oversees the services provided to the 400+ public pension plans serviced by the Mockenhaupt Benefits Group and provides direct consulting services to approximately 150 defined benefit plans and 30 defined contribution plans. He coordinates all aspects of client service from plan design through client support. Mr. Asay acts as technical advisor to the Mockenhaupt Benefits Group professionals in areas relating to plan design, administration and regulatory requirements. In addition, Mr. Asay is a committee member of the Municipal Employee Insurance Trust (MEIT), a multiple-employer health and welfare insurance trust of over 600 groups.
Mr. Asay is a frequent speaker on issues relating to the design and administration of retirement programs.
He has written numerous articles on public pension plans and retiree medical plans. He is a co-author
of the Pension Manual for Pennsylvania Local
Government, published by the Department of Community and Economic Development. Mr. Asay frequently provided
expert testimony in interest and grievance arbitration hearings.
Mr. Asay is a member of the International Society of Certified Employee Benefit Specialists and the International Foundation of Employee Benefit Plans.
